Abstract The user system of climate observation metrological verification device uses a local area network as a means of information exchange. The stability and flexibility of this system are improved based on incremental model. The software development is completed by the combination of structured methods and object-oriented methods. The development process is in a control with PERT technology. This paper focuses on the software model and its development method of the system, and introduces the software configuration management.
