Abstract  Changes in cloud are found to be quite complicated. Cloud observation has the most problems in surface weather observation. Cloud height and amount can be measured with instruments. Since the instrument for identifying the cloud shapes is under development, currently, the weather forecasters still identify the cloud shapes with their eyes, and thus the observation results can easily be affected by human factors. In this article, the problems that often occur in the cloud observation results and coding are summarized and analyzed for root causes; cloud observation based on the principle of down to earth and collective observation are stressed for some improvement on observation quality.
