Abstract Development program is the rules of Design method for R&D. Reasonable Development program is very important for getting perfect result on engineering design. The article introduce the LIMS software development program for a engineering research project which named Climate Observation Instruments Complex Calibration System .Incremental Model, Structure Analysis Method, Object-oriented Technology and step period controlling was used in the development program. The hardware architecture which the LIMS based is introduced also.
