Abstract In view of the question that personal-injury value at risk R1 is higher than RT allowable risk value,although adopted a perfect lightning protection measures,the risk still cannot be reduced.According to analyze all kinds ofR1 components and factors,the reasons that caused R1 is higher thanRT are found out.The reference method of calculating allowable personal-injury value is given out.After taking the perfect lightning protection measures,personal-injury value in the allowable risk range can be controlled.
