Abstract As time goes on,more and more test questions about surface meteorological observation have been heaped up before workers and administrator department.Some of them are out of date because of the change of observation criterion and cannot be used directly.In order to make full use of all these piled up questions,it is absolutely imperative to create question database.By gathering,classifying and filtering questions based on the study of the newest surface meteorological observation criterion,the question bank is created.The database administrative system and online testing platform are also developed.The former is used in testing focus management,questions inputting and system administration,the latter can be used in testing on line.
