Abstract According to the characteristics of winter wheat drought and the actual requirements of drought monitoring in Liaocheng,this paper selects water deficit as the index of drought monitoring.The drought monitoring system is designed based on C/S system.The system adopts C# and ArcGIS software as the technical means.The ArcGIS is introduced into the drought monitoring system of winter wheat,which effectively increases the functions of meteorological information analysis,multi-source data superposition and comprehensive display analysis.
