Abstract：The article introduces the overview of Guangzhou's targeted SMS business and lists its application examples in different scenarios such as promotional prompts,natural disasters,public health events,and social security events.The 96 targeted early warning tasks carried out in Guangzhou from 2019 to 2022 are analyzed,and it is pointed out that rainstorm scenarios are released most frequently,which is due to the clear and enforceable release standards and content templates formulated in advance.It is pointed out that it is an urgent problem to establish the release standard and content template in each release scenario in advance.Some problems in the application of targeted SMS,such as the limitation of server resources and the receiving rate of SMS,are put forward.It is hoped that these analyses and suggestions can provide a reference for other departments or regions to carry out targeted early warning SMS service,and also provide ideas and exploration to further play the role of targeted SMS in disaster prevention and reduction and emergency response.
