Abstract  Based on the hourly and daily precipitation data of 167 ground meteorological observatories in Zhaoqing city from 2007 to 2017,this paper calculates the weight coefficient of effective observing stations. On the basis of the customized heavy precipitation event, the disaster recovery factor is established by using the return period of the maximum precipitation. And combining with the weight coefficient of the automatic station and the disaster factor index, the catastrophe insurance claims model of the meteorological index in Zhaoqing is established.Through the actual test of the model and the calculation of historical data in the recent 10 years,it shows that the model has a good rate of return, which can improve the efficiency of urban disaster relief and improve the ability to resist risks.
